The Earth Shaker!

I head east with more favorable stars to launch October talking about the new leader of world affairs, the People’s Republic of China. It is having its 19th National Congress of China in Beijing sometime in October or November. At the time of this writing (23 May 2017) the date has not been scheduled. October is dominated by the Sun’s transit of Libra. October is China’s month. The PRC was born 1 October 1949 with the Sun seven degrees Libra with Mercury conjoined 13 and Neptune 14 degrees Libra. Balance will be the issue and the balance of power will be consolidated by the General Chairman of the Communist Party (and President) Xi Jinping with the retirement of seven Politburo members because of age limits not imposed on Xi or his Premier of the State Council of the People's Republic of China Li Kequiang. Xi will fill these vacant seats with his own allies.

I predict Xi’s changes will help speed up his economic reforms and rebalance the Chinese economy towards an equilibrium—that of the Chinese nation not only being merely a manufacturing dynamo but also a nation of consumers of its own goods. The 19th Congress when reelected will follow Xi’s lead and commit to further liberalization of capitalizing markets. Xi with a Politburo and Congress filled with more allies will make more headway in the hardest challenge to reform China’s own version of a socialist “rust belt” of state-owned enterprises with a vested interest at sustaining their institutionalized interests as a throwback to the old Communist system of the Mao era’s pure socialism.

The more assertive stance in foreign policy will continue as an answer to the US pivot of its military to the Western Pacific Rim from the Middle East. The greatest progress will be seen in Xi’s grand plan to rebuild and modernize the Silk Road investing with Russia, Asian and Central Asian countries to link them all with a road and port network.

Astrologically speaking what compels me to give this overview, whether the 19th Congress votes in October or a little later in November is the influence of Jupiter beginning a 13-month transit of Scorpio on 12 October 2017. Expect large-scale and a multinational, partnership of Russia and all the Asias—East, South, Central and Near—opening land and sea trade routes when Trump is only talking about such grandiose plans for rebuilding the US infrastructure.

Americans will talk between October 2017 and November 2018. The Chinese and Eurasian partners will “do” it, thanks to Jupiter in Scorpio—a good transit to have in skies over your ongoing efforts to liberalize capital markets, turn China from a solely manufacturing based economy to a manufacturing “and” consuming market, making and buying goods domestically and internationally with Silk Road partner economies.
